CE Marking, European, Authorized Representative
The European CE Marking
regulations prescribe that, where a manufacturer of a CE Marked product is
not located in Europe, the manufacturer should have
an authorized representative,
who is located inside Europe, to hold the Technical Construction File (TCF)
and produce it to the European CE Marking officials/ enforcing officials of
European member states, immediately, when demanded. Where such a
manufacturer (located outside Europe) does not have an exclusive CE Marking
authorized representation arrangement, the distributor, who places the CE
Marked product on the European market is deemed to be an authorized representative. This effectively means that the
distributor has a right to demand a copy of the TCF be submitted to him/ her. Since the TCF contains
a lot of proprietary information like design calculations, user instruction
manual, test reports, etc., this aspect of the CE Marking regulations poses a
problem to the manufacturers, who would not like to share this vital
information with trade/ channel partners. The CE Marking authorized representatives are typically legal firms, which
hold the technical construction file as custodians, on behalf of the
